Special interest groups idealists need to know that they can't have their way anymore. Peter has no more money for Paul to rob. Cuts are required. Pet programs that are not really doing anything or are being done by other programs/departments need to go away and their supporters will just have to deal with it.
Maybe he built on the Town's property again, and is hoping for them to look the other way, or maybe he needs the Town's water for free, or maybe he doesn't want to keep up his end of the "bargains" anymore, or for the 100th time wants to change his plans...who knows, it's Brodsky, and like Corts, he gets whatever the hell he wants.
