By the way, don't be amazed if the Uncle is knocked off line at the last moment. There have already been at least 5 cyber attacks. Some knocking us off for a few hours. A cyber attack consists of using software to make hundreds or thousands of visits a minute to a site, overwhelming the host computers. It happens to be a federal crime.

Here is the most telling quote from the Preservation Party's letter to the record:

In other words, all along their plan was to grab power when the new village was created . Just another little piece of information that they neglected to tell us all that time.

Yo the editor:
As the village petitioner, I felt morally obligated to warn you in a letter to the editor about the problems and additional taxes that we face.
Do not interpret my letter addressing concerns as being against the village. I just wanted the people to be informed. Unfortunately, the Citizens For The Preservation Of Woodbury did not feel the same way. They had two years to research the impact of village incorporation and disseminate the information so that the people of Woodbury could make an informed choice. Instead the Citizens chose to present misinformation prior to the village vote regarding annexation; taxes, zoning, fire district and positions of the Town Board.
The Citizens led you to believe that a village would protect us against annexation. A village or zoning within a village offers no more protection against annexation then that of a town. Yes, land can be annexed from a village by the same process it can be annexed from a town. If any land is successfully annexed into another municipality it will come under the jurisdiction and zoning of the municipality that it was annexed into.
They told you that the village annual budget will be $154,000. The reality is that the cost to insure the village adequately will cost approximately $200,000 exceeding their projected budget by $46,000 before any other expense is considered. The taxpayers of Woodbury have already incurred village election and legal expenses that were not in the Citizens’ budget. I know that the Citizens’ budget was drafted two years ago before any thorough analysis of costs. There will be no additional funds from the state or county to Woodbury because it’s a village. Any money that the village receives will simply be subtracted from the town’s allotment. There are also county tax revenue issues that are potentially detrimental to Woodbury.
Mr. Caruso has stated: “The Town of Woodbury and the Village of Woodbury will form a Joint Fire District, Town Law Article 11-A, and operate under Town Law Article 11, the same law that they operate under now, with no changes.”
He is wrong. Village Law Sub-Section 254 provides that where the limits of a newly incorporated village are coterminous with or wholly include the territory of an improvement district or fire district, “such district shall cease to exist at the end of the fiscal year of such district next follow the first day of June following the first day of January next succeeding the date of incorporation.” Being that the new Village and Fire District are coterminous Village Law sub-Section 254 will dictate. This has been confirmed with the N.Y. State
Department of State and the N.Y. State Conference of Mayors.
The Citizens seem to be flip-flopping on zoning. Originally they said there would be no zoning changes. They are already talking about changing zoning. To be specific, their target is the two projects slated for Woodbury. These projects provide many benefits and upgrades with no impact to the tax payers. If Ralph and slate of candidates get elected, they will do everything in their power to stop the projects. This means that the badly needed upgrades will become the burden of the Woodbury taxpayers. Also, these projects will do more to protect Woodbury’s character and boundaries then any Village.
The Citizens lied about the position of the Woodbury Town Board. Ralph himself wrote in a letter that the four Town Council Members were the weak link on annexation. This is a blatant lie; the entire Town Board is totally committed to fighting any annexation of Woodbury lands from any municipality. In fact there was an annexation attempt that was aggressively defended and denied. The reason Ralph thinks the four council members are a weak link is because he has no control over them. He doesn’t get it; we were elected to represent the people of Woodbury not the Republican or Democratic committee. One of Ralph’s hand-picked running mates, George Pedersen, sent a letter to the editor referring to the Town board as the “lets make a deal” board.
I invited Mr. Pedersen to come to a televised Town Board meeting to explain exactly what deals he was talking about. He never showed. If he really wants to know who is making deals he needs to go no further then the Citizens slate that he is running on. Clearly, the Citizens slate of candidates has demonstrated by past action that they will not work with the Town Board in the best interest of the people of Woodbury.
The original intent of the village was to protect the character of our town, not to create additional layers of government, change zoning or services. Unfortunately, the Citizens have lost sight of that goal. I should add that the Citizens are a small group led by Ralph Caruso with their own political agenda. If they really wanted to preserve Woodbury, they would be talking about lobbying our state legislators to pass legislation that would allow Woodbury to function as a coterminous Town/Village. This would allow us to have all the benefits of a Town and a Village with no duplication of government.
Being for or against the creation of the village is irrelevant now. It’s what vision you have for the future of Woodbury that matters. You have to be very skeptical about a group like the Citizens who did not diligently investigate the immediate and long term ramifications that this change would bring. They seem to have no problem in leading the residents of Woodbury blindly into uncharted waters. There is no regard for the tax impacts that could force people out of their homes or potential lawsuits that could devalue homes. I know all the candidates well enough to know that the Citizens group’s agenda is more about a political power play then the best interests of Woodbury. You have to ask yourself why the Citizens Party presents misinformation rather the fact. Woodbury can not vote a village slate that is irresponsible and narrow minded. I truly believe that the Community Party candidates will work with the Town Board for a smooth transition to minimize all potential impacts.
If you really care about Woodbury, your only choice is the candidates of the Community party.

When someone constantly uses deception to spread misinformation you can never trust that person. That is precisely what Ralph Caruso and his Preservation Party running mates have been doing to Woodbury voters since last August.
Question from their August Preservation Kit: “After the Village of Woodbury is created, will the zoning regulations change as compared to the present Town of Woodbury zoning regulations?”
Answer then: “NO, the intent of the proposed village is to secure our present zoning and not to change it…To protect the zoning we now have we must approve the Village of Woodbury.”
Answer now: “All zoning regulations will be reviewed to identify and close loop-holes, identify and clarify ambiguous regulations.”

On Annexation: First he says forming a village will prevent it. Now he says he will fight it when it comes. WRONG!

Reading the posting yesterday from the person, clearly from the Preservation Party, complaining that their opponents had campaign signs on properties of business owners really says it all, doesn't it? The Preservation group does not see themselves as others do--- their comments about changing zoning is anti-business, at the very least.
Take Caruso's example of requiring businesses along Rt. 32 to have the owner live in the building where his business is. How riduculous. The accountant's office by the mini mart, the dentist office on the corner of Rt. 32/Shuit would now have to have these professionals live in part of their office building space or they could not have the office.
I was around to hear the discussions about the 2 main zoning districts along Rt. 32 --called corridor residential and limited commercial--back in the late 1980's the and reasons for creating them--to allow some conversion of houses along this busy roadway, while they continue to look like houses. The idea was to avoid houses along Rt. 32 from declining in appearance by allowing modest conversion to certain business uses. If there have been excesses in a few cases, that does not warrant discarding the zoning. Instead, one could modify it by re-examining the allowed uses, further defining parking requirements and setbacks. But Caruso's proposal to require owner occupancy of businesses is silly. It pretends to support allowing business use but actually kills it by making an unreasonable requirement of occupancy.
We need businesses in Town to help offset the taxes for residents. This type of attitude and his harshness to businesses as a Zoning Board member proves he does not understand the relationship between businesses and a healthy tax base. Perhaps it is another example of "settling the score" against more people he does not like---that list seems quite long. His running mate, John Burke's daughter, came right out and said, last Saturday, that all zoning will be changed.
With another layer of government and taxes, we do not need to drive out healthy and tax paying businesses.And that is why Preservation signs are not on business owners' properties. I don't blame them.
It is hoped that, finally, the cascade of lies and misinformation that occurred in last year's Town elections (and got John Burke elected) and this year's village elections are being exposed.
Do you remember the mailing, unidentified as to its authorship, that arrived the day before last year's election claiming that the new laws passed by the Town Board would rezone all the remaining vacant land in Woodbury to high density? Totally, false. 2 of the laws related to senior housing, at 4 units per acre, being applied to the Brodsky project. High density? Mr Caruso lives on a lot of similar size. And all the rest of the candidates running with him live on lots the same size or smaller than the lot sizes proposed for the Brodsky project. Mr. Donnelly, of the Democratic committee, lives in Timber Ridge with densities of 7 or 8 units per acre or more--twice as the senior housing law. Adrienne Burke, last year, also lived in Timber Ridge--twice the density of the senior housing law.
Sullivan, Mulolley, and a large segment of this Town live on 1/2 to 3/4 acre lots--similar to the Brodsky proposal. Skyline, Country Crossing, parts of Smith Clove Road, Valley Avenue--much of the Town lives on lots less than 1 acre--many 1/2 acre or less. Are these high density neighborhoods?
This totally erroreous propoganda was deceptive and was meant to help John Burke's slate win. The same people are associated with the Preservation Party and have once again been shown to be deceptive. Thank goodness, this time the falsehoods are being exposed before the election rather than after.
What is the common denominator in last year's deceptive campaign information and this year's Preservation Pary Kit misinformation: Caruso. The people running with him were selected because they will follow his lead. Read their comments in Saturday's newspaper and their second Preservation Kit. They have all signed onto presenting and distributing incorrect and misleading information. And don't forget, the same misinformaton that was in the creation of a Village vote in Aug. Preservation Kit is being recylced by the same group of people in the candidates' Preservation Kit. And also remember that Supervisor Burke supported allof this with his own letter, signed as Supervisor, in the first Kit and in the newspaper. See a pattern here, folks? It's pretty clear now that the behind the scene alliances are coming out into the open.
Question: John Burke spent a good deal of the day of the Village creation vote standing in the front lobby "greeting" voters instead of behind his desk working. That seemed a bit over the line of proper behavior considering his letter in the Preservation Kit advocating for the Village and in the newspaper--signed, like you said as Supervisor. He had taken a strong position on voting yes for the village and his presence at the door seemed, at the least, inappropriate, like he was not so subtlely reminding people of his position.
Is he going to do the same thing tomorrow during the Village Board vote? It seems even more improper considering that his own daughter is now running. Shouldn't he be spendig the time trying to figure out the budget mess that the Village is creating?
Thank you Mike Queenan for putting it out there as it is. Some of the original people who supported the village have made it clear that the village they envisioned is being hijacked by Caruso, John Burke and daughter, the candidates running on the Preservation slate, who would not face the public openly, Bob Donnelly, Mulolley,etc. Colleen Campbell also has said the same thing-- that promises about what the village would and would not do are being broken. Use people and then throw them away when they don't agree with you or catch you in a lie---sound familiar?
Last year's election was hijacked. Don't them do it to us again.

Mr. Caruso gambled and lost. He decided to forgo the open debate of himself and his team at the open forum in order to have only himself go to a debate behind closed doors. Now he he claiming that he has been misquoted. Gee-- perhaps that is why it is better to appear openly. Except, then you would have to accuse everyone at the meeting of being deaf when they heard what you are really planning with this village and you have to deny it is what they heard. On second thought, perhaps it is easier to claim the reporter misquoted you than to claim that a couple of hundred people at the High school auditorium "misunderstood" you.
Here is the bottom line--misinformation and your true intentions are catching up.
Forget about who paid for the ad. It hurts because it is true.
The ad uses the Preservation Kit's own propaganda and lays out how it is wrong.
What is really amazing it that, even after they are told that their budget is screwy, they continue to put it out there. Does anyone believe that elected or appointed officials would serve without being insured? You would be personally libel without insurance. Where in the Preservation Kit is the insurance costs? Come on, enough is enough.
Your own words betray you. First, zoning will remain the same. Then, you will "tweak" it. Now you will reveiw ALL zoning and not adopt the comprehensive plan that has been worked on for almost 2 years. People are not lying to you; you are lying to them with your own words.
First, it is bait and switich--vote for the village and nothing will change. Once the village was in, oops, folks, lots of things you claimed wouldn't change will be changed.
Even the Village creator, Mike Queenan, is saying that you have lost sight of the original goals and are misleading everyone. And Colleen Campbell who supported the village says you made promises that you are now breaking. That should tell people something about how you operate.
Now you are trying to distract people about who you are and what you are doing by making claims about who paid for the ad.
Ad or no ad, your record is loud and clear.
WE should be grateful that Caruso put himself at the head of the Preservation Kit Committee and the party of the same name. For years, people did not know what he was about and how he operates. Even in the last Town election, they did not see him as clearly because he likes to stand behind surrogates, like Sullivan and Burke. Now he is out in the open for all to see. Remember everything in the Preservation Kit is under his name. Remember too the people's names on that first kit, including Carol Mulolley, wife of candidate Bill Mulolley. Remember that John Burke put a letter in that Kit endorsing all that they are saying and doing.
Burke and Caruso agee on almost everything--they just have different outer appearances.
Your right, another BIG mistake on Ralphs part. If he had half a brain, he would have attended the OPEN forum instead of a closed door debate. He then could of answered the public's questions and not left himself open to reporters interpretations. BTW Good job Chris McKenna and the TH-R.

Tick tock...time to weigh what has been put out there. In politics, as in life, you tell a lie long enough, and people start believing it....UNLESS strong, united, honest people speak out against the lie, and back it up with proof. Every single item in the kit that was questioned and found to be either a half-truth or total lie, the CommUNITY party brought to light and backed up their claims with proof, either through the county, an attorney or the state comptroller's office. Did the preservation party EVER bother to dispute their findings? NO! All they did was keep saying and printing the same lies over and over.
That is why good people of Woodbury who love your neighborhoods, do NOT allow the preservation team into office. They didn't even have the respect and common concern to show up for you in public and defend their lies in person. Instead their leader demanded it be done behind closed doors, and when the truth was printed in the paper about him settling political scores, he demanded once again that it be retracted. How many bites of the Woodbury apple does Ralph Caruso get? He's shown us over and over and over again that the only thing he is truly good at is dividing friends and neighbors. Please do not allow him to continue. Say no to Ralph Caruso and the preservation party tomorrow. Thank you.

Can anyone answer this question- did the trutee candidates for the preservation party EVER sit down in public and answer Woodbury's questions? I never saw them do this. Do they really even exist? Sure they had their pictures out there and those silly little kits that kept changing every so often, but do they actually think on their own and are they able to speak?

Important Facts for Highland Lake Estates Residents
Recently you received a flyer from the Highland Lake Estates HOA. It contained unsubstantiated accusations, lacking source reference and proof. In fact, it did not identify any person let alone any officer of the HOA, who are suppose to represent the views, concerns and interests of all the home owners, not just their personal views.
The flyer goes on to say that the HOA met with the Community Party Candidates. Why weren’t the Preservation Party Candidates given the same opportunity to meet with the HOA? We did knock on doors and distributed information.
Responding to specifics in the flyer we offer the following,
Lie #1- Citizens for the Preservation of Woodbury, Ralph Caruso’s group sued our current Town Board and Planning Board.
Fact-Three individuals residing in Central Valley, where their homes are next to the WP #3 project, sued the Town Board. They sued for a revote by the Town Board (not for money) because the Town Board voted to approve the 5 local laws prematurely, violating General Municipal Law 239, and they won the Lawsuit, and the Town Board had a revote. No Preservation Party Candidate is part of this lawsuit or any other lawsuit against the town.
Lie #2 – Do we want a village run by people with ties to KJ.
Fact - No Preservation Party Candidates have any ties to KJ. We are residents of Woodbury as you are, and are the group who organized and fought for the creation of the Village of Woodbury, to secure our zoning and quality of life. All of the Community Party Candidates worked very hard to defeat the creation of the Village. Makes you wonder who does have the ties to KJ. when the Preservation Party Candidates were for the creation of the village and the Community Party Candidates were against the creation, same as KJ.
Lie #3 - Woodbury gets hardly any grant money from Senator Larkin.
Fact - Just two examples of grants from Senator Larkin; 2002 - $300,000 Water System upgrades, 2005 - $100,000 to repair Ridge Road, that part of the road that you had to take detours to get around. Put simply, Woodbury has received almost three quarters of a million dollars in grants from Senator Larkin over 10 years, to help offset tax increases.
Lie #4 – Remember how KJ. residents lined up to vote no for the village? Watch the turnout to support Ralph Caruso.
Fact -They lined up alright because they were on the same side as the Community Party Candidates who opposed the creation of the village, as did KJ. Then when they arrived to vote and went to the table to sign to vote, they were met with voter registration challenges. Challenges filed by Ralph Caruso with the Orange County Board of Elections, 4 days before the election. Ralph Caruso Challenged 222 newly registered seasonal and summer camp residents. Those that came to vote were required to complete and sign a sworn affidavit before they were allowed to vote, and those who did not complete the affidavit, did not vote. To date all of those challenged have not been put back on the voter rolls, and won’t unless they can prove primary residence in Woodbury, thanks to Ralph Caruso.
Lie #5 – Preservation Team wanted the questions prior to attending the debate.
Fact- We have correspondence with the Times Herald Record that dispels this accusation of wanting the questions before hand, and clearly shows we only wanted a professional format and debate sponsored by a non-bias organization, not an organization supporting the Community Party Candidates, as did the Sponsoring Organization. In fact, Ralph Caruso had a debate with two of the three mayoral candidates on 10/30/2006, at the Times Herald Record office, where the Community Party Mayor candidate Stephanie Berean-Weeks did not attend.
Truth #1 – HOA flyer says, When people attack others rather than discuss the issues, there is a generally self-serving agenda in place.
Response -I read the Highland Lake Estates Homes Owner’s Association’s attack flyer you received, and can only say I hope the writers of the flyer read it because they “attack others rather than discuss the issues”, the proof is in the flyer!
The Preservation Candidates, Ralph Caruso, Mayor, Adrienne Fuchs, Benjamin Meyers, George Pedersen, & William Mullooly, Trustees have campaigned on the issues. We put forward proposals, and a plan, in fact we have done so for the past two years. We distributed solid information, only to have the Community Party criticize it, saying it won’t work. We have not and will not sling mud as our opponents have with personal attacks, never telling the residents how much it will cost if they govern the village! Yet, they want you to elect them! Our information packages have included clear and specific costs and proposals.
